Kalecgos asks you to use the Ley Scepter in the Bag of Helpful Good to repair 2 rune platforms. Click the extra action button to rummage through the bag until you find the Ley Scepter.
Use the Ley Scepter at the North arcane field at 30.57, 60.26 and the East arcane field at 41.18, 62.48.
Return to Kalecgos to complete the quest.
